italki
Italki is a wonderful site to connect language learners with each other and with language teachers.
There, you can find tandem partners (i.e. you teach each other your native language) or native language teachers who will teach you their language for a fee.
German learning apps
A word of caution: In my experience language learning apps can be a bit dangerous because they pull you in with their charm but at some point you are just chasing points instead of actually learning the language.
They are good for learning basic vocabulary, but after that I recommend you try your best to listen and read as much German as possible so that you learn words and phrases in context.

Memrise
The best language app I’ve personally used is Memrise.
